Blackberry Tour do you have to buy internet?

There is a buy one get one free for the blackberry tour (i no you don't have to get internet if you just buy one) & i was wondering if there you had to buy internet for the two of them. The enV touch had a buy one get one free but you had to do internet so ii wasn't sure about the blackberrys
