BLACKBERRY STORM 8530 unlocked?

i am buying a blackberry storm unlocked XD and i want to know the cheapest plan for it on any service provider, i am thinking mabye at&t prepaid or just plain old at&t, or mabye t-mobile, i would go to virgin mobile the second i got it but wouldent i need a sim card for that
