Blackberry Curve Pay As You Go Wifi?

I want to buy a blackberry curve 8520 for rogers it is unlocked and I am going for the 40$ social plan with BBM, facebook etc. My question is because it is a data phone would I have to buy the email plan to use to wifi? or can the phone just go on wifi regardless of plan?
