Blackberry Bold 9000 won't connect to AT&T service.?

I got a used Blackberry Bold 9000 today. It won't connect to the service. I tried doing a factory reset more than once. That didn't help at all. I took it to the AT&T store and they said it's either the SIM card or the phone. They gave us a new SIM and it still didn't work. Any other suggestions??
