If you pay to have the MMS (Picture Messaging) service on your monthly bill, then yes.
If not, then usually the Pic Messaging is blocked from receiving.
If you do pay for MMS, and aren't able to receive pictures, then call T-Mobile and have them send the MMS settings to your phone, and away you'll go!
