Bike Wheel(Tire)--please HELP?

i wanted to know what is the thing called under the inner tube on a bike..its like a rubber type thing..kind of like a rubber band..it goes around the whole wheel..it protects the wheel from getting popped from the screws or the rim...please help..i forgot what the rubber thing is called..
