Bike size for someone who is 5'1?

Well, I'm 5'1 and I plan on buying a bike. What size should i get it? 20"? 24"? 26"?
tried 20", doesnt fit
maybe I should raise the seat a bit on the bike?
 
48 CM frame size. and almost invariably, your seat should be higher than your handlebars regardless of whether it's a road or mountain bike. also, raise the seat so that at the bottom of your pedal stroke, there is still a 30 degree bend in your leg at the knee. this will give you the most economic pedal stroke.
 
dude im nearly 6'2 and my bike frame is 20 id be more inclinde to get a 17 or 20 nothing bigger otherwise ull be needing a ladder to get onto it lol
