Bike riding tips in Chicago?

So I just got a new bike. I bought it from Wal Mart and not some used place because you never know where the used places get their bikes. They could be stolen and I don't want to support that type of business. Okay so I live near downtown in Chicago. It takes fifteen minutes to get downtown by train so it would be too long to bike there. Any ideas where a safe place to bike is? Also what can I do to prevent theft and be safe from "thugs"? I bought a $17 combination lock meant for bikes but my friend says bike stealer's could easily detect the combo if they tried long enough. They can also cut through the plastic surrounding the chain of the lock. My friend recommended me to buy a more expensive lock to keep my bike safer. Which lock to get? I hate how people can steal bikes so easily. I heard some pretend to be construction workers by blocking the pole with the bike on it with a van and pretend to fix the pole but undrill it,grab the bike, shove in van and drive off!! What else do they how and how can we stop/prevent them? Also why don't cops pursue them??
