Bike handlebar shim, 25.6 and 26 to 30?

ive been trying to find one online, anyone have any good suggestions to websites? also is it true that shims are dangerous? I read a forum post about it a few hours ago saying they can slip, i was actually using a shim on my drops for the past 2 or so months and i didnt even realize it untill i found out what a shim was, but it has only slipped once and it was a really humid day so the handlebars were pretty wet.
 
Are you sure that it's not 31.8 instead of 30 mm. I have a 25.4 to 31,8 on one of my road bikes and never had a problem. It's a plastic piece for a steel rack works great and I had extras.
