bike distroyed how to clam money?

I came off my bike thanks to a tit w*nk of a cyclist now my bike is all mashed and only have fire+theft insurance. I know that cyclist's donot have insurance but is there a way of reclaming the cost from him? I have his name number and place of work. Please help as its gunna cost me a small fotune. Thanks
