Bike brakes not working...?

I got a used bike today, and i just noticed that the brakes are not working. Like the brake cords and the thing that stops the tire from rolling are there, but like when i pull on the handle it doesnt brake the bike. so i was wondergin if anyone can tell me how to make the brakes work or anythin like that...
