Bicycling on sidewalks in Las Vegas, NV?

My friend said cops pulled him over for riding his bicycle on the sidewalk in Las Vegas. Is it really illegal? Is there some government link that shows this?

Wouldn't it be safer to ride the bike on the sidewalk anyways? Run into a person on your bike and you cause an "owwie". Get hit on your bike by a car, and you may need to go to the hospital.
