Bicycle Winterization and repair.?

I live in the Pacific Northwest and we are fully into the fall/rainy season. I have a single speed Murray bike with coaster brake. It's old, but has been reliable and has been my sole transportation for a while.

I have several questions. First, regarding the coaster brake, how can I keep it working well? Is it something I can take apart and fix/maintain?
(I have some mechanical ability) Would you recommend getting a back up hand brake? I want to maintain the braking ability, and keep it in top shape.

Second, my white-wall tires are getting worn. I ride primarily in the city, with the occassional trail/hill thrown in. Can you recommend a type or style of tread that could provide optimum traction in most weather situations. I'm thinking primarily of when it rains.

I am very much on a budget, so looking to get maximum value and safety for the money.

Regarding apparel. Any recommendations on fabrics, brands or clothing types that is both affordable, space concious, and all weather would be appreciated.
