You really can't change the rim size without a lot of work, very likely more expensive than the bike is worth. I'm not familiar with the Weinmann rims, but rims from any other maker would be the same diameter. Changing tires and rims will not make the bike easier to mount or dismount.
Try this technique: Put the left pedal just a bit forward of the top of it's circle. Put your left foot on the pedal while you are standing next to the bike. Push down on the left pedal while you pick up your right foot. The bike will move forward while you are standing on the left side. Swing your right leg over the back wheel while you're sitting on the seat. It's kinda like getting aboard a horse. Most people frown on this technique, but I've seen short people use it to hop aboard a taller bike. Dismounting is the same steps in reverse.
