Bicycle gears: Is this normal?

I just got a new hybrid bike. I have noticed that if I am in 2nd gear in the front and anything lower than 5th in the rear there is hardly any resistance. I've heard that when the front gear is on 2 you should be able to use most of the gears in the rear. But when I try to use say 2nd in the front and 4th in the rear I have to spin my legs ridiculously fast to keep up. I thought that downshifting just made pedaling easier but I could still maintain my speed. But my experience has been that when I use most of the lower gears I have to pedal ridiculously fast, I get tired easily, and my bike barely moves. I don't know if I need to just stay away from the lower gears or if there is something wrong with my bike. Also is it normal for there to be no resistance what-so-ever on flat ground or should there be at least a little at all times (for ex. if it was in 2nd in the front and 3rd in the rear)?
