better value cellphone or track phone?

i saw crazy prices for track phone mins i thought should i get a regular phone i could get unlimited and not have too pay the 100 dollars for two hundred mins also my kid is getting one so i could get like a family plan to get us both real phones what should i get him he likes talking so unlimited mins text never has so i guess he ll want to i need to stay in touch im a single parent and tracphone is way to much money for him to cover so family plan ,text ,sure he wants internet, and something too play games on noy iphone or i pad watever that is herd of it under 200 dollars phone and difference between tracphone and regular is what i want you too answer
