So I know Cadillacs (especially older ones) get awful gas mileage, but mine is beyond awful; an average of 13.7 MPG. I use premium gas and everything. There has to be something else I can do.
It's a luxury car. Economy isn't even on the horizon. Cadillacs are not for people who don't enjoy throwing money away.
Make sure your tires are inflated properly. Soft tires can waste gas. Get the car tuned up. Drive it like you're in a parade. There's nothing else for it.
