I just got a new betta fish, and I put his bag in the water(like you're supposed to), and he went totally insane. The tank water is around 60-something degrees, which isn't much more than his (He was in a tank with other specied fish)
What do I do?

That water is way too cold. A Betta's water shouldn't be colder then 72F. Get a heater and don't put him in the water unless it is properly conditioned and at a proper Temperature.

Your betta is fine. But keep in mind the water temperature seems a little cold. You can pick up one of those stick on thermometers at Walmart for like 93 cents and stick it to the tank. It will help you monitor his temperature. Here's a link on caring for your new Betta. It worked for me.
