Betta Fish Scales Turning Colour?

The other day i cleaned my Betta's Fish Tank. When i was done i realized that below the mouth the scales were turning a beige colour or it may have been white. I know this is bad i only clean his tank once a month but lately it was once every two months. I have a filter and heater running but the filter does not run all the time because it is too powerful for the tank and the fish. I do not have a kit for testing the water ammonia levels and the other stuff. Nothing is growing on the area. I need help!!!!
 
I see three problems right there.

1. You need to be performing 25% water changes every week, and then you should be treating the tap water with dechlorinator you buy in pet stores in order to remove the chlorine and make it safe for your fish. If you don't have enough time to do this, that's your own problem and you should set aside some time for your fish. After all, a simple water change doesn't require much, just a water siphon and a bucket. If you knew was bad at one month, then why did you let it get worse?

2. You should be keeping your filter on at all times. Do you think that turning the filter on and off and creating a heavy water stream for your fish one minute and removing it the next will allow them to thrive? Just buy a filter sponge and place it over the filter where the water flows. If not, buy a weaker filter.

3. You need a testing kit to check the pH, ammonia, nitrites and nitrates.

Once you do all of this, your Betta's colours will be restored.
