betta fish community tank problem?

our petshop has an empty 20 gallon tank on display, it has a silent filter, heater/thermometer and 10 plants, 15 glass shrimp and 30 tiny snails..i was wondering if its a good idea to keep multiple female betta varieties in the tank i was thinking of adding a blue crown tail,a red double tail, a greed half moon, and a white rosetail for display.

btw it has no cover but is located 3.8 feet of the floor., is that gona be a problem?
