Betta Fish Behavior w/ heater in tank?

I recently got a mini heater for my betta since he was been inactive and laying on the bottom ever since the cold weather has kicked in. The tank was at about 58 F whereas now it is at 65-68F. I know this is still not the ideal temp for a betta but he's been used to cooler water and i hope that the increase in temp isn't too hot or stressing him. If it is what kind of behavior should I be looking for?
He used to be very listless and lays on the bottom whereas ever since I put in the heater he's very active (maybe too active?) and is usually at the top of the water. I checked on him 2x in the middle of the night and he's still swimming about (pretty active) & not sleeping.
How do I tell if he's stressed or uncomfortable?

one question I forgot. If the water temp is indeed too high can I only submerge 1/2 of the heater in the water? I have a hydro mini heater and it has no temp settting. It says in the instructions that the full heater should be submerged but do you think it would cause problems if it's not?

That's way too cold for bettas. They're tropical and need at least 78F to be healthy. Most preset mini-heaters are set for 78F. Keep it completely subemerge or it will not work properly. Most will turn on and off when the temp is below or above the preset. Keeping out of the water will confuse it.
