betta fish advise, female who is in a community?

i have an adult betta female who is in a community tank, she is still breathing air from the surface, have a power header with air attachment a over the side tank filter and a under gravel filter with air stone , why dose she still breath surface air when there is LOTS of dissolved o2 in the water
