best universities in TX for education major?

I'd like to get a Major in education, and a minor [or as a double major] in photography.
.. education- specifically elementary or general.
what schools would be good for this?
most schools I've looked at don't have photography.

I know OCU has education as well as photography as majors, and it isn't too far from TX.

any ideas?
