Best place to buy a phone without service?

I am thinking of getting a phone in addition to what I have now, basically to use for EDGE and as a backup phone. I already have a contract and am happy with my service. Unfortunately, it's a costly proposition to get a phone without a service contract, and in some cases it seems hard even to find something without service. Is there anyone in particular people here would recommend as a reputable place to buy unlocked/no-service phones? Ebay? Any other ideas?

What city do you live in? Some shops have pretty good prices and might let you haggle with them. I'm sure lots of members know of some good shops all around.
