Best phone for video at $300 or less range?

I really like the iphones ability to play ripped and rencoded movies. I was wondering if there was a phone that provided this functionality as well or almost as well as the iphone at the 300 or less price range?

Basically I want to get rid of my psp and current phone and be able to substitute it with an all in one device.
