Best eye shadow brand, ((bright/bold eye shadows that last a long time))?

What are some good eye shadows that have really bright/bold colors that actually look bright and bold when you put them on instead of dull and faded looking? And which ones last the longest?

Also, is gel eyeliner safe for your waterline and what is a good eyeshadow base?
