Best exercises to do?

I'm currently dieting & exercising (female, 5'6-5'7, 250 pounds), yes I know I'm big, no need for stupid remarks. I do zumba (aerobic dance classes) for an hour every mon-thurs & I go to the gym tues, thurs, fri & sat, & i do 35 min of cardio on the elliptical & about 30 - 45 min of weights. I can tell that I'm losing some weight, but I feel like stomach isnt going anywhere. My stomach isnt huge cus I gain weight everywhere & always stay very proportioned no matter how much weight I lose/gain, but I've been trying to tone out my obliques & stuff but nothing seems to be working. Is it because I'm focusing on doing too many weights before I lose some more? I'm trying to make sure that my skin doesnt get saggy or loose (which it probably wont too much cus I'm only 20 & not as fat as you would think from my weight), so I'm trying to make sure I tone stuff while doing cardio. Obviously, I'm not a trainer or anything & dont know exactly how I should go about a workout. Should I focus on just cardio until I lose some more weight & then focus on toning? Or what kind of exercises would be best for when I'm at the gym for arms, legs & abs? What kind of weight should I use & how many reps (my legs are very strong & can take a lot more than my arms & abs)? I'm not trying to be stick skinny cus my body isn't made that way. I'm latina & I have very big hips & a big ass (which is where most of the weight comes from lol). Mostly just trying to be healthy & not so much worried about the weight & only trying to be like a size 10/12 cus thats where I used to be at & was pretty healthy then. Anything is helpfulll, thanks.
well my eating habits arent horrible & i've cut out eating at night which was my worst habbit. I don't eat past 8-9 pm. & if I do eat junk food then its in moderation, like only 1 small cookie instead of the whole box or a 1/2 cup or less of ice cream instead of the whole carton. Like many doctors have said, you cant completely get rid of things you like cus then your diet will only work for so long cus you wont be happy. & i drink A LOT of water. i'll usually have a small juice box for breakfast & the rest of the day it's all water. I usually go through atleast 4 bottles per day.
