As of today what city would be the best city to have a successful restaurant in? What city can offer great ingredients, and high paying costumers? What city has a fast expanding culinary scene? Im thinking London.

Im just curious. Please don't say NYC because that's too obvious and New York's scene is already over developed. Im looking for a fresh scene to start a new restaurant in.
