Best CGI/special effects software?

Best CGI software? I need a software like Shake, but for PC. It needs to be able to do things like special effects and CGI. It needs to be PC compatible. Free would be nice but I have a budget of a few hundred bucks.

P.S. I have tried after effects and dont like it so not that!
