Live ghost shrimp.
Ghost shrimp will catch pretty much all fish that swim around that area. You'll be able to land most surf species as well as other fish that swim in deeper waters. Most species that cruise close to rocks will attack ghost shrimp on sight. You could fish them throughout the water column.
If you couldn't find ghost shrimp, mussels are also very versatile. It will not be as deadly though. Squid is probably the most common bait used. It will work on a lot of species and it is pretty inexpensive. Most people use either squid or mussels on piers.
