Bell key cable lock for bikes?

I just got a new bike and the Bell Key Cable Lock for it, but I can't figure out how to use it. I put the clamp on my bike and the part with the cable into it, but you can just push the red thing and it comes off? I know I'm missing something obvious, can someone please clear this up for me?
