Being paid fairly in retail business?

I work at a retail job, my place of employment pays our wages based on job levels set by our job code. A example is, a level 1 job code might pay $8.00 while a level 3 job code might pay $8.50

I work a level 1 job code, with my raise I got last year, I make around $8.85, the issue I am having is, even though I work a level 1 job code and am paid based on that, my place of employment is constantly having me work in other job codes, some of which are higher levels and thus paid significantly higher.

One of them, a level 3 job code, pays employees a extra $0.40 more then the current job code I am working in. If I was being paid accordingly to the work I am doing, I should be making $9.25, but instead they keep me in the level 1 job code and constantly ask me to do the work of a level 3 job code.

I think this is unfair, I think it would only be right for them to request me to do the work they are paying me for, or compensate me for the work I am doing when the job pays more outside of my job code. My question is, would it be possible for me to refuse to do work that my employer pays more for, when they aren't paying me for it?

Before you answer let me review. Besides yearly raises that we get, our base wages are decided based on our job codes. I might start off at a level 1 job code at $8.00 and you can start off at a level 3 job code at $8.50 an hour, this is decided by the department we work in and the work we do. They pay me for a level 1 job but expect me to do the work of a level 3 job which is paid significantly more at base.
