Before the Charter was signed, were there French road signs outside Quebec?

When did Canadian stop signs start saying "Arret" on them in provinces outside Quebec? And was this a necessary step for Canada to have taken?

Was this done with the intent to keep Quebec from separating, or do Canadians really as a people like what New Brunswick did? Or did Trudeau kind of push this?
