Ballroom Dancing? How do I get my parents to agree?

I am 14 years old and have never danced in my life. My whole life is piano and my parents spend about $60 on me a week, not to mention all the camps and competitions I do. I haven't done anything else and now would like to ballroom dancing too. I'd like to learn at Fred Astire Dance Studio in Williamsville NY, but I don't know what the cost is and if my parents would let me.

My questions are:

I know price varies, but how much would it cost to have one private lesson a week and 3 group lessons?

How do I tell my parents that I want to take ballroom dancing?

Is Fred Astaire Dance Studio a good studio to go to?

If my parents say no, can I convince them to let me try it, and how?
