bad brakes on a 206 pedal very low will not stop the car, to low for mot?

HI
I have a peugoet 206 0n a 52 plate
have very low brake pedal very hard to stop
have changed the following
master clyn, Servo, Rear clynders, front calipers,rear flexle pipes, bleed the stylm over 3 times, still low pedal for pasing the MOT
No ideals ?
