Average labor hours for a delivery restaurant?

I run a Pizza delivery restaurant. It is mainly pick up and delivery. We are open from 10am-9pm Sun-Thur and 10am-10pm Fri and Sat. Now our franchise owner says my labor should be no more then 25% of my sales. The owner believes that means my salary and the assistant manager. And also that is after taxes. I can barely keep it around 32%. Am I doing something wrong or is this an outrageous request?

P.S. My labor hours not including me or the ASM is 199hrs and the raw staff % is 22%.
