Aussie import fees on 2 bicycles from overseas is more than the bikes?

I have been quoted around $500 to bring two bicycles into the country because a friend bought them for me as a gift overseas. It includes customs $250, Quarantine $150, inspections at $55 p/h and some other fee. This price is from an import agent so I presume their fees are included.

Does anyone know of a cheaper option?
