ATT upgrades how long do you have to wait?

I heard that now on ATT you dont have to wait until the day of the month for your upgrade, you can upgrade anytime in the month for example say my upgrade was December 29th so does that mean I could upgrade on December 1st since it is still in December? and please answer only if you know for certain
