att prepaid virtual phone card?

I paid for a prepaid virtual phone card on the internet at att.com I got the access number and pin number. I got a new pay as you go phone today. Everytime I tried to dial the provided access number or any other call, it keeps saying "you balance is too low for this call, add money". So how do I make it work?
