att filter for son's smartphone?

i just got my son a galaxy s2 on att. i want to set up the smart controls so that i can keep him from going to inappropriate sites. i know he can download other 3rd party browsers from the android market, so do the smart controls filter content in all browsers, or just the phone's original one?
