Atheists: Are physical laws an accident?

We know the universe is governed by several fundamental physical laws, such as electromagnetic forces, gravity, conservation of mass and energy, etc. The activities of our universe depend upon these principles like a computer program depends upon the existence of computer hardware with an instruction set. How reasonable is it to say that these great controlling principles developed by accident?

I want real, well-thought of answers

The short answer is that we don't know right now.

The long answer is that we do know that our universe is under the mercy of these physical laws, but we don't know if there were other 'Big Bangs' that created universes with different physical laws. Do they exist parallel to ours or did they immediately contract and expand again with a different set of laws?
The best answer that I've heard so far is called M-theory. If you're interested in these questions look it up and do some research into it. M-Theory, Membrane Theory, Brane theory. Any of those terms should get you some good results in google.
