AT&T Unlock Policy?

I was on the phone with AT&T today about another matter and asked if the tech knew the AT&T policy on unlocking phones.

She told me that it used to be that they would unlock the phone if you were not on a contract and had the account for longer than a certain period of time.

She told me that it has been changed recently. The new policy is to only unlock a phone if it is going to be used in a country where AT&T does not have service; and she indicated that AT&T has service in most countries around the world.

1.) Does anyone else have confirmation or experience with this new policy?

2.) If this is true, does anyone know what countries do not have AT&T? (In other words, where should I tell them I'm going if I want my phone unlocked?)

In my experience the unlock policy is, at&t will unlock phones if:

1. they were bought at full price, no contract rebates
2. this one has a few parts:
a. been a customer for more than 90 days
b. account is in good standing
c. traveling overseas (at least thats what you tell them)
d. have international roaming on your account

Sounds like she is full of b.s. call back and try to get another rep.

I can buy an unactivated (not unlocked) AT&T version of the phone I want MUCH cheaper from the MOTO Store than I can from AT&T; but Motorola won't unlock it. That's what I'd like AT&T to do on a phone I buy from MOTO Store direct.
 
I'm not quite sure if my questions goes in the same direction...however:

I'm from Europe, living temporarily in the US (7months).

So I bought a cheap Motorola (approx. $25) with my AT&T pay as you go plan. I tried to put my German SIM in the phone, however, they requested a password. Unfortunately I tried and entered the wrong one and my phone is locked now! I already went to an AT&T shop and asked if they could do something about it. At first they didn't have a clue, and then they said, that they couldn't do anything about it. It is only Motorola who can unlock it again. Is that true? They then advised me to buy a new phone for about $25 since this would be cheaper than asking Motorola to unlock it.

What can I do?

Thanks for your quick response.

I just called them but the guy said it was not possible because my phone was too "cheap". Obviously they can't (or don't want to) unlock normal phones, only pda or blackberry phones...
