AT&T Pay as You Go SIM question

I recently bought a Pay as you go SIM with the Nokia 2610b. The new SIM card has an orange stripe going across the back and the white/blue front compared to the slightly older AT&T cards that are just blue on the back and white/blue on the front,. I bought the SIM soley as a spare phone to use, but I did not want to use the Nokia 2610b with the SIM, because it's a piece of junk. I have a spare Razr lying around that I've placed the SIM card in, and it does not work. It just continues to say Unregisted SIM, then eventually says Check SIM. I've also tried placing it into a Motorola V551 as well, same thing. It also does not work in my iPhone 3G neither.

Now, I also have the Pay as You Go SIM card with the blue back, and the white/blue front which works in every phone which I use as another spare phone. I also as well have the same style SIM card with an iPhone contract which also works in every other phone.

Any ideas, or am I screwed over with just the Nokia? I have attempted to go to an AT&T store, and the lady there apparently didn't know what she was doing/talking about.

While I'm not to familiar with ATT PayGo, I can simply speculate that maybe the PayGo Sim Card is an older Sim card, and therefore will not be able to be used in newer phones. This happens with Nextel's and their Hybrid phones as well, you can not use a Nextel-only sim card in a Hybrid. Same thing, come to think of it, occured with my G1. I had a 9 month old Sim card and it didn't work inside of my G1 for 3G service. Not sure, but maybe has something to do with it.....
 
The thing is, I've already activated it on the AT&T website, I can also login fine on the Pay as You Go website. It is working on the Nokia, but the SIM card will not work in any other phone except the Nokia. I've tried my iPhone 3G, my old Razr, and my old v551, and none of them work.

Update: I actually have an AT&T SIM card that has never been used (3G, white/blue front, blue back, the style SIM that I mentioned worked on all my phones). So I registered it on the AT&T Pay as You Go website and it works in my phones. No clue what's wrong with the original Pay As You Go SIM with the orange stripe on the back, and the white/blue 3g front. But I would still appreciate any help with it because I'll be out the $15 airtime I put on the original SIM if I use the new one.
 
AT&T sold a few low priced phones which added a $15.00 credit. These phones were temporarily locked to the included SIM card for a period of time. The website no longer shows any details so I do not recall the time limit.
