AT&T Palm Pre Plus doesn't have an app catalog?

I just got my new phone in (ordered new from ebay). It is an AT&T Palm Pre Plus and I am trying to get it set up and add apps and all that. However, I don't have an icon for the app catalog. Where can I find this? Why is it not on my phone? Can I still get apps? Any advice would be helpful!
