At&t LG Shine With Cingular Sim Card?

ok im selling a phone i bought on ebay and it is the brand AT&T but it has a cingular card does that mean the phone is unlocked or locked...locked means it has to be used with At&t and unlocked mean it dosnt...thanks for the help
 
you shouldn't really include a SIM card when you sell a phone. The person who buys the phone is just going to throw it out anyway.

If you put a cingular branded SIM into an ATT branded phone, it will work same thing if you put an ATT sim card into a Cingular branded phone
