Try to take the cell phone apart as much as you can (battery and battery cover, and SIM). Put all of the parts in a bowl of uncooked dry rice and leave it in for a week.

If you are eligible for an upgrade there are some free at&t phones with a contract.
 
My cellphone got wet and is not working any more. It was 3 yrs old. Is there any way I can make the cellphone company give me a new phone for free?
 
It sounds like you're eligible for an upgrade if you haven't had a new phone for 3 years. If you are, you can get a free or discounted phone in return for signing a new contract.
