At social events, do people mingle?

If I ever to go to a singles social event by myself and if I had noone to go with and if there are all these chicks and guys sitting together and if they all know each other, would it be ok if I mingled with them? How can I approach them? What should I talk about if I am being ignored?
 
I haven't ever really seen most people mingle at social events unless that's the point of the social event. In cases where there are many groups of people who know each other, you can forget it. Those people will think you're crazy or wonder what you want if you come up to them. They might even get annoyed because they might be having a conversation they don't want interrupted or don't want outsiders to become a part of.
