what observations would you make if you were ordered to set up a system that could warn astronauts in orbit of dangerous solar flares? such a warning system exists.

Since it takes a few days for the particles from a solar flare to reach us but only takes a few minutes for the light to reach us, all you have to do is watch the Sun for a solar flare. Yes, we're already doing that.
