Assassins Creed 2 - When Do I Unlock All Locations?

Ok so I'm on sequence either 8 or 9 in Venice. I still have like 13 viewpoints to sync, and they are nowhere to be found. When does this last part of the map become available? I want to be able to go everywhere. Thanks
