ASP Retractable Baton?

I live in CA and wanted to purchase one of these batons but found out the site I found wont sell them to people in CA unless Im a peace officer. My question is why is that they are sold every else in the states but not in CA?
 
Laws pertaining to weapons are determined by state law. California has decided to make them illegal.
